Care is indispensable to the survival of societies, yet it has long remained largely invisible in constitutional thought and public law. In this keynote, Ruth Rubio Marín explores what it would mean to recognize a right to care, and a corresponding public responsibility for care, as a constitutional principle. This reframing carries major implications for gender equality, democratic participation, social justice, and the welfare state. It offers a new lens for rethinking the relationship between states, markets, families, and citizens amid demographic change and rising inequality.
