In contemporary India, processes of “decitizening” have transformed citizenship from a guaranteed legal status into a terrain of suspicion, documentation, and political exclusion. Focusing particularly on Assam and the targeting of religious and ethnic minorities, this keynote examines how law, bureaucracy, and majoritarian politics intersect to produce presumptive statelessness, dispossession, and democratic erosion. Drawing on decades of research and documentation, the lecture explores how legal and administrative mechanisms are used to redefine belonging, exclude vulnerable populations, and consolidate the power of the majoritarian state.
