Join us for a tour of the WestCom Command Center and presentation by Special Agent Bomb Technician (SABT) Eric de Carlos.

WESTCOM Tour: The Harris Fort Bend ESD #100 (ESD100) dispatch communications center, known as “WESTCOM” is a piece of Greater Houston Area’s critical infrastructure that provides dispatching for multiple fire departments and EMS agencies on the west side of Houston. WESTCOM employs a staff that operates on 24-hour shifts with a total of four shift schedules.

Meeting attendees will have the opportunity for a quick tour of WESTCOM focusing on WESTCOM’s operations and technology infrastructure that enable WESTCOM’s high-availability and cyber resilience.

Presentation Topic: Special Agent Bomb Technician (SABT) Eric de Carlos will be presenting on SABT program, its initiatives, case studies, and smart equipment.

Speaker: Special Agent Bomb Technician (SABT) Eric de Carlos is a 20-year veteran of the FBI. He has done tours at FBI Headquarters, and the Honolulu and Houston field offices. Early in his career, Eric specialized in criminal and foreign counter-intelligence cyber investigations and eventually transitioned to the FBI Houston Bomb Squad team leader role in 2017. He has 12 years of experience in counter-IEDs and explosives.Prior to the FBI, Eric also served in the US Navy for 14 years in military intelligence and as an information technology consultant for Anadarko Petroleum and two start-up technology-based firms.

Abstract: The mission of FBI Special Agent Bomb Technicians (SABTs) is to support the FBI's overall objectives by responding to and investigating explosive-related incidents. Their key responsibilities include:1. Threat Assessment: Evaluating and mitigating explosive threats, including improvised explosive devices (IEDs) and other explosives.2. Incident Response: Providing rapid response to bomb threats, explosions, and other incidents involving explosives to ensure public safety and secure crime scenes.3. Evidence Collection: Gathering and preserving evidence related to explosive incidents for use in investigations and prosecutions.4. Training and Outreach: Conducting training for law enforcement agencies and community partners on bomb response and safety protocols.5. Collaboration: Working closely with other federal, state, and local agencies, as well as military and international partners, to share information and coordinate responses to explosive threats.6. Public Safety: Ensuring the safety of communities through proactive measures and the development of explosives-related policies and procedures.Come and listen to an overview of the SABT program, hear about a local case study, and see the equipment and tools used by the SABTs to render IEDs safe, including bomb suits, robots, drones, x-ray systems, chemical explosive detectors, and IED training devices.
