Advancing Democracy in the Western Balkans through EU Enlargement

At a time of heightened geopolitical tensions in Europe, EU enlargement has regained strategic importance, and the protection of democracy on the continent is a key driver of the European Union’s willingness to integrate new members.

At the same time, public support within the EU for further enlargement will largely depend on candidates’ credible commitment to democratic values. Amidst recent developments in the Western Balkans, concerns may be raised then about whether the accession process consistently strengthens democracy in the region.

So how can the EU ensure that enlargement remains a genuine driver of democratic consolidation? What new innovative ways can be identified to reinforce democratic incentives throughout the accession process?

Ultimately, the current geopolitical context increases pressure to integrate new members more quickly. The credibility and cohesion of the Union will therefore depend on the democratic preparedness of candidate States.
