The Northeastern Indiana Regional Coordinating Council (NIRCC) would like to invite the public and all interested parties to attend an open house to review the Amendment to the 2045 Transportation Plan, Draft Fiscal Year 2026-2030 Transportation Improvement Program (TIP) and corresponding Draft Air Quality Conformity Document. The Fiscal Year 2026-2030 Transportation Improvement Program (TIP) is primarily a subset of projects from the 2045 Transportation Plan for the Fort Wayne – New Haven – Allen County Metropolitan Planning Area as prepared by the Northeastern Indiana Regional Coordinating Council. Projects are also derived from pavement, bridge, and transit asset management programs, and safety, mobility, and congestion management programs.
The proposed amendment to the 2045 Transportation Plan includes the addition of the two following projects. A grade separation project for Airport Expressway over the Norfolk Southern Railroad, and a planning study for a grade separation for Scott Road over the Norfolk Railroad. These projects will also be amended into the Fiscal Year 2024-2025 Transportation Improvement Program.
The Draft Fiscal Year (FY) 2026-2030 TIP includes transit, highway, pedestrian, and bicycle infrastructure improvements funded with federal funds and programmed for implementation between FY 2026 and FY 2030 within Allen County. The Indiana Department of Transportation (INDOT) and NIRCC have agreed to produce a five-year Statewide Transportation Improvement Program (STIP) and TIP. However, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) will only recognize and approve projects in FY 2026-2029. The fifth year (FY 2030) is for informational purposes only.
NIRCC will also be hosting an online Open House for anyone that cannot attend in person. Project lists along with maps will be available for viewing online. In addition, the 2045 Long Range Plan and the Ped-Bike Plan will be available to view. You may view the materials on our website (www.NIRCC.com). You may also view the documents at the NIRCC office. You may send comments by mail or e-mail to the locations listed below or as indicated on the website. The intent of the comment period and open house is to solicit input and comments from the public regarding the documents. NIRCC will accept comments March 5, 2025, through March 26, 2025. With advance notice NIRCC can make accommodations for people with disabilities and persons requiring auxiliary aids for the hearing and visually impaired. Accommodations for Limited English Proficiency (LEP) persons such as language translation services/interpreters can be made. This public notice, and time established for public review and comment on the Transportation Improvement Program, satisfies the program-of-projects notice requirements of the Federal Transit Administration Urbanized Area Formula Programs (Section 5307, 5310 and 5339) for the Fort Wayne Public Transportation Corporation/Citilink.
