Modern airborne propaganda evolved dramatically in the course of World War II, during which the Allied dropped over 8 billion pamphlets over Europe. In the early 1950s, Radio Free Europe revived the practice and adapted it to the new Cold War milieu. Although this episode in the history of psychological warfare is idiosyncratic and brief, its broader implications are significant for the conflicts in Ukraine and the Middle East today.
