Recall 1926: Democracy and Public Education in Calgary

100 years ago, Calgary was the site of Alberta’s first recall election. A decision of the newly elected school board to return to the practice of charging elementary students for textbooks in public schools triggered it. This proved a cut too far for many Calgarians, but protests did nothing to sway the Board. Professor Kirk Niergarth, from Mount Royal University, explores the circumstances that prompted the recall campaign; the 4000 signatures gathered and reflects on the questions it raises about the democratic process.
