How can the next Stormont Executive deliver positive public service transformation without damaging its political and public mandate?
About this Event

In conjunction with the UK Academy of Social Sciences and the ARINS (Analysing and Researching Ireland North and South) (part of the Royal Irish Academy), and as part of the ESRC Festival of Social Science week, this is a one-day event at Ulster University Belfast campus.


After an opening plenary session with a keynote address by Professor Matt Flinders, University of Sheffield, the day involves a series of parallel panels that would look at key policy areas (i) education, (ii) health, (iii) law & criminal justice, and (iv) public realm/environment/infrastructure. There would be a final plenary roundtable to bring together the themes considered in the parallel sessions and opening plenary.


Each panel would be of 1 hour duration and the panellists asked to speak for no more than 5-10 minutes, offering a pithy summary of their research informed insights, and how this maps on to the issue of public service reform, with positive suggestions for change. Being provocative is entirely appropriate! Ideally, the contribution will spur discussion involving Q&A from the audience. We expect to have a past or current senior civil servant or other official, possibly someone retired, to chair each panel.


The audience would be academic and practitioner, possibly with representatives of the community and voluntary sector attending, with media invited along too. Other members of the public who have an interest would be welcome.


In choosing the title to frame the day's deliberations, while we recognise the enormous challenges to be addressed, we want to identify ways that practical and positive steps to improvement can be agreed and adopted, despite the constitutional fault line, in the interests of the wider community.
