Place-based connections: Integrating social value into urban developments

Event Overview:

This event will explore strategies for embedding social value in urban developments by creating intergenerational communities and prioritising place-based connections. The discussion will focus on how developers can integrate with existing local communities, understand their needs, and provide spaces that foster social impact. The event will offer practical approaches to enhance inclusivity and cohesion across different age groups, ensuring developments contribute positively to the local social fabric.

Meet our Chair:

  • Kevin McGeough, Head of Strategy and Place-making for Ebbsfleet

Kevin is Head of Strategy and Place-making for Ebbsfleet; the first New Town in the UK for 50 years, and the first Garden City for 100 years, where he leads a team which includes housing diversification, social value, arts and culture, sports and leisure and community development and empowerment specialists.

Ebbsfleet, is also the largest of the NHS England Healthy New Towns, where Kevin acted as Director of the programme, promoting best practice in design, innovation and delivery of homes and neighbourhoods, including for our older residents.

Kevin has previously been Head of Corporate Strategy for Homes England, managing the national Vulnerable and Older Person’s Advisory Group, where he commissioned the HAPPI Report (Housing our ageing population: panel for innovation), and Urban Design Compendium 2 – delivering quality places. Kevin has been a judge for the Housing Design Awards since 2009, including a focus on the HAPPI Award.

Meet our Speakers:

  • Naomi Rubbra, CEO, Footwork
    Naomi leads Footwork, a charity that supports community asset leaders to turn their bold ideas for neighbourhood transformation into action.

A trained architect, Naomi graduated with Distinction from University College London. She worked as a designer in Copenhagen, New York & Chicago before settling in London. Throughout her travels, Naomi witnessed the importance of social justice in building community resilience.

Having worked for several years designing & delivering local authority housing, she’s turned her attention to the social purpose of placemaking and continues to develop ways in which Footwork can strengthen the connections between people, place & wellbeing.


  • Carl Konadu BEM, CEO, 2-3 Degrees

Carl Konadu BEM is a thought leader, mentor and speaker who is driven by the desire to see people step out of their comfort zone and fulfil their potential. Most recently, Carl was recognised by HRH the Queen in the 2020 New Years Honours list with a BEM for his contributions to disadvantaged young people during the pandemic.

Carl has demonstrated that he is well respected within the youth sector and has spent many years helping students and young people fulfil their potential through his inspirational online content and award-winning social enterprise 2-3 Degrees, which he co-founded in 2016. Carl has over a decade of facilitation experience and, as such, oversees the content development for 2-3 Degrees to maintain quality control standards.


  • Katy Saunders, Director, Social Finance

Katy is a Director and the Innovative Finance and Commercial Strategy Lead for health and social care. She is also the Executive Lead for EDI and Chair of the Social Finance independent Race Equity Advisory Group.

Building on her leadership of the Care and Wellbeing Fund and the Macmillan End of Life Care Fund, Katy is currently working with six ICB Executive Teams to develop Community Transformation Funds. These multi-million-pound funds combine the expertise and energy of ICBs, national health charities and place-based organisations to improve all-age population health. This work has been published in the HSJ and Healthcare Leader. Katy also provides independent, expert advice to large health charities on market analysis and strategic diversification of their business models.

Katy has deep expertise across all parts of the health and social care ecosystem, having worked both within the NHS and a large healthcare charity. She has previously held strategic, commissioning, innovation and operational leadership roles and has extensive experience of service transformation, cost benefit analysis, outcome measurement and how to successfully scale impact. This includes the development of an HSJ-nominated new model of care for heart failure, the prototyping and scale of the first Macmillan Cancer Navigator, and work to achieve ‘most improved’ NHS Trust for patient experience.

This is the second event in a three-part Autumn lecture series at Appleby Blue Almshouse, where we’re exploring themes central to our project.
