Last November, all councils across Lancashire voted on their preference for either 2, 3, 4 or 5 new unitary councils. The Reform-led County Council voted for two. Lancaster City Council voted for four. Wyre Council voted for three.Rather than narrow down the options, or respond to the results of previous consultations, the Government has decided to consult again on all options (but note there is no option to retain the current councils, and little chance that the reorganisation won’t happen).
Prof. Leach is an Emeritus Professor of Local Government. He co-authored a paper early last year which called the Government’s proposals to create unitaries out of County areas (contained in a White Paper published in 2024) “the worst White Paper for local government in living memory … Our system of local government is being broken and what results will be unfit to inherit the name ‘local government’.”
