CONFERENCE FOCUS

CRISIS INTERVENTION, ACT and J*il DIVERSION

Gained much attention and the National Alliance on Mental Illness (NAMI), has responded. Our NAMI Hawaii State Conference: HELP, NOT HANDCUFFS will focus on bringing education and awareness on programs and services for J*il diversion and mental health recovery to our valuable partners, providers, community members, families and peers in recovery.

CRISIS INTERVENTION TEAM

In 1988 NAMI helped start the original Crisis Intervention Team (CIT) program that helps save lives each year. Honolulu HPD, NAMI Hawaii, HHHRC, and other advocates started the Honolulu CIT program in 2018 and has since trained over 250 officers, and helped start the Hawaii County CIT program in 2022. NAMI Hawaii also partners with Maui CIT and Kauai CIT.

· Train police officers on how to interact appropriately with individuals that have mental illness. This training includes mental health education and de-escalation skills.

· Connect people to treatment, not jails by strengthening community partnerships to improve services.

Assisted Community Treatment (aka Assisted Outpatient Treatment)

Assisted Community Treatment (ACT also known as AOT) is the practice of providing community-based treatment under court order to individuals with severe mental illness, who are noncompliant to treatment, who are caught in the "revolving doors" of the mental health and criminal justice systems.

· ACT is an evidence-based practice, an effective program to reduce crime and promotes recovery.

· ACT helps those who are caught in the revolving door with compassionate and comprehensive care team through the “Black Robe Effect”.

CONFERENCE TOPICS:

1. Progress of J*il Diversion, CIT & Sequential Intercept Mapping, how CIT helps close the gaps in services.

2. Assisted Community Treatment: Hawaii’s progress in ACT/AOT and plans to bring a systematic ACT pilot program.

3. Programs to prevent the revolving door of peers who cycle in and out crises, inpatient services, and the justice system.

4. Help for families and community members on how to access services for loved ones coming out of crises, inpatient services, and/or the justice system.

PRESENTERS:

1. Kody Green, Mental Health Advocate, Author and Podcaster (invited)

2. Major Mike Lambert, Nominated Director of State Department of Law Enforcement

3. Sgt Corbin Matsumoto, HPD, Honolulu CIT law enforcement lead

4. Heather Lusk, LCSW, Executive Director, Hawaii Health and Harm Reduction Center, Honolulu CIT clinical lead
