City Council meetings are typically held at:

Regular meetings usually start around 4:00 PM (closed session) and 7:00 PM (public session).
1. Types of Public Comment
General Public Comment
For topics not on the agenda.
Usually occurs near the beginning of the evening session.
Council cannot take action on these items because of the Brown Act.
Agenda Item Comment
Occurs before the council discusses or votes on that specific agenda item.
2. Time Limits
3 minutes per speaker
The mayor may reduce the time if many people want to speak.
Sometimes they also set a total time for the item and divide it among speakers.
3. Sign-Up Procedure (In-Person)
Many Monterey meetings require:
Speaker card (sometimes called a comment card).
Turn it in to the City Clerk before the item begins.
Your name is called when it is your turn.
However, under the Brown Act, they cannot require you to register your name or address to speak. They may ask, but it cannot be mandatory.
When called:
Go to the podium
State your name for the record
Give your comment
4. Remote / Zoom Speakers
When Zoom participation is available:
Join using the link on the meeting agenda.
Wait until the mayor opens public comment.
Use “Raise Hand” in Zoom.
The clerk will call your name or phone number.
Unmute and speak.
Time limit is usually the same as in-person speakers.
5. Conduct Rules
The mayor can enforce decorum rules such as:
Comments must be directed to the council as a whole
Avoid shouting, profanity, or personal attacks
Stay on the topic of the agenda item
Stop speaking when time expires
Disruptive participants can be muted or removed from the meeting.
6. Important Brown Act Protections
Under California Government Code §54954.3:
The council must allow the public to:
Comment on any agenda item
Speak on matters within the city's jurisdiction
Criticize the city, staff, or policies
They cannot prohibit criticism of the government.
