The citizens of Washington, D.C. are different from every other citizen of the world and all of the citizens of America. That is not because we want to be, that is because we are. Despite a population larger than two states and nearly as large as many others, we are the only people in the world community who lack full representation in our National Legislature, the only ones. Even Russia treats the citizens of its Capital the same as every other citizen in their Country, as does South Africa, now.Australia modeled its Constitution after America's, but when it came to the residents of their Capital, Canberra, founded in 1913, they are treated the same as all other Australians. Some years ago, at a Hearing we held at which Australian Legislators were invited, they found the situation "curious" during their testimony. Still, the residents of D.C. bear all of the burdens of citizenship, but yet do not enjoy all of the benefits of citizenship.As former United States Supreme Court Chief Justice William Rehnquist stated some years back, "The need for an amendment [providing representation for the District] at this late date in our history is too self-evident for further elaboration; continued denial of voting representation from the District of Columbia can no longer be justified."
