HOME - L3 Award Counter Terrorism Protective Security and Preparedness
About this Event
The 5 day in-person Level 3 Award in Counter-Terrorism Protective Security and Preparedness (CTPSaP) provides learners with the knowledge, skills and understanding required to identify terrorist threats, assess vulnerabilities, and implement effective protective security and preparedness measures within publicly accessible locations. Developed in collaboration with the National Counter Terrorism Security Office (NaCTSO), this is the only qualification endorsed by Counter Terrorism Policing and NaCTSO.
The programme explores terrorist attack methodologies, counter-terrorism risk assessment, protective security strategies, preparedness planning, and the development of a positive organisational security culture. Learners will gain practical skills to support safer environments while understanding the limits of their own expertise and when to engage specialist support.
As one of the UK's leading arts, cinema and theatre complexes, HOME Manchester represents the type of publicly accessible venue that the principles of protective security and preparedness are designed to support.
Manchester's experience of the 2017 Manchester Arena attack helped shape the national conversation around the responsibilities of venues and event operators to consider protective security and preparedness measures. This ultimately contributed to the development of the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn's Law, which aims to improve public safety through enhanced preparedness and security planning at publicly accessible locations. The CTPSaP qualification has been developed with alignment to this legislation and supports organisations in strengthening their readiness and resilience.
This programme is particularly suited to:

- Cinema and event operations personnel
