This forum will be the last major public discussion before Rapid City voters head to the polls on January 20 to decide the Destination District Tax Increment Financing proposal. If you want clear information, direct answers, and a chance to hear both sides explain their positions in a structured, respectful setting, this is the final opportunity to do so.
The event is open to everyone in the community, including South Dakota Mines students and faculty and the general public of Rapid City.

What to Expect
This will be a traditional crackerbarrel-style forum, designed to prioritize audience questions over debate. The goal is clarity, not confrontation.
One representative from each side will be on stage:
Yes side: Team Rapid City
No side: No Free Rides
A neutral moderator will manage the event, enforce time limits, and ensure fairness.
Questions must be submitted in writing ahead of time, either on paper or digitally. South Dakota Mines students will collect questions and deliver them to the moderator.
There will be no rebuttals, cross-examination, or audience commentary during responses. Each side will be given equal time to answer each question.
Opening statements will be up to 10 minutes per side, followed by a moderated question period, and concluding with 5-minute closing statements from each side.
Both sides may provide handouts placed on chairs before the event. Soliciting or campaigning anywhere on campus before, during, or after the forum is not allowed.
Media and Recording
The forum may be recorded by either participating group, and local media outlets may also record the event. All recording equipment will be positioned at the rear of the room to minimize disruption.
Why This Forum Matters
This is not a rally and it is not a debate stage. It is a final chance for voters to hear the facts, understand the framework of the Destination District TIF, and evaluate the arguments on both sides before making a decision that will shape Rapid City’s future.
The event is expected to last approximately 90 minutes. Applause will be held until the conclusion of the forum to maintain a focused and respectful environment.
