Community Town Hall: Rule 6-5 Updates, Community Feedback & Emergency Prepa

Join us for the next Community Town Hall focused on Rule 6-5, refinery operations, air quality, community priorities, and emergency preparedness in Richmond.
Ceres Policy Research, in partnership with the Chevron Richmond Refinery and the Community Action Plan (CAP), is continuing a series of public conversations designed to provide Richmond residents with clear information, direct access to decision-makers, and opportunities to ask questions and shape ongoing community engagement.
This Town Hall is part of a continuum of community conversations connected to the implementation of Regulation 6, Rule 5 (Rule 6-5) and the Community Action Plan developed through community engagement beginning in 2024.
Over the past two years, CAP members, Richmond residents, Chevron representatives, public agencies, and community partners have participated in ongoing conversations about flaring, air quality and monitoring, refinery communications, emergency preparedness, community health, neighborhood investment, and opportunities to improve transparency and accountability.
This September gathering will provide an opportunity to look back at what the community has asked for, identify what has changed, hear updates on the refinery and flaring, and continue the conversation about what comes next.
This Town Hall is not intended to be a one-time presentation. It is part of an ongoing process of community education, dialogue, feedback, and accountability connected to Rule 6-5 and the Community Action Plan.
Previous conversations have helped identify improvements related to air-monitoring resources, multilingual communications, incident notifications, community health initiatives, neighborhood engagement, and emergency preparedness.

No previous participation in a CAP meeting or Town Hall is required.

Food will be available beginning at 6:00 PM, so attendees are encouraged to arrive early, sign in, get food, and settle in before the formal program begins.
Parking is available nearby, and the venue is within walking distance of Richmond BART.
There is no cost to attend.
