Carrie Flanders was first elected to the Brea Olinda Unified School District Board of Education in 2014 and has served four terms as Board President and three terms as Vice President/Clerk. She is committed to thoughtful, student-centered leadership and believes informed decision-making is essential to effective governance. To further that commitment, she completed the California School Boards Association (CSBA) Master's in Governance program, studying effective governance, student achievement, school finance, human resources, collective bargaining, and policy. She also served three terms as a CSBA Delegate, representing BOUSD and advocating for the interests of Brea students at the state level.
A lifelong Brea resident for more than 44 years, Carrie is a proud graduate of Brea Olinda Unified schools. Her deep roots in the community provide a unique understanding of the district's history, values, and evolving educational needs.
Carrie earned her bachelor's degree in Child Development and a Multiple Subject Teaching Credential with an English Supplement from California State University, Fullerton. She began her career as an elementary school teacher in the Anaheim City School District before dedicating herself to raising her family. She and her husband, Steve, have been married for more than 34 years and are the proud parents of four kids- three of them BOUSD graduates.
As both an educator and parent, Carrie has experienced every stage of education within BOUSD. She understands the importance of strong academics, parent involvement, athletics, performing arts, STEAM, Career Technical Education, student safety, and mental health. She believes every student deserves a safe, supportive environment where they feel valued and are empowered to reach their full potential.
Throughout her tenure on the Board, Carrie has helped guide BOUSD through significant milestones and challenges. She played a key role in the successful passage of Measure H, the district's first voter-approved school facilities bond in more than 30 years. Measure H will provide funding for a modernized Brea Junior High School, construction of a new multipurpose room at Falcon Academy, and improvements to Brea Olinda High School's athletic facilities and accessibility - investments that will benefit BOUSD students for years to come.
For more than 25 years, Carrie has also volunteered throughout BOUSD in a variety of roles, including classroom volunteer, PTO/PTSA president, School Site Council member, booster club leader, fundraiser, and substitute teacher. Her commitment to public service also includes serving on the City of Brea Planning Commission, where she helped make decisions that reflected the Brea community's long-term vision and values.
Carrie has been an active member of the Brea Rotary Club since 2012, serving as president, treasurer, board member, and event coordinator. Through Rotary, she has supported numerous community service projects and educational programs benefiting local students and families.
She has also been recognized with numerous honors including, Brea Chamber of Commerce Citizen of the Year, California's 29th Senate District Woman of the Year, twice-awarded Rotarian of the Year, and commendations from the California State Assembly, the U.S. Congress, and Orange County leaders.
In addition to her public service, Carrie spent 26 years as a corporate board member of her family's business, where she developed extensive experience in finance, budgeting, contracts, negotiations, human resources, and fiscal stewardship. This background has strengthened her ability to oversee district resources and make sound financial decisions on behalf of the community.
Carrie's experience as an educator, parent, business leader, volunteer, and community advocate provides her with a well-rounded perspective in serving the Brea Olinda Unified School District.
