This tour will focus on some of Downtown Norfolk's most scandalous events, from red-light districts and murders to robberies and riots. From the mid-19th century to the mid-20th century, Norfolk underwent turmoil and rebirth, and within all of that drama, criminal masterminds staked their claim. This tour will tell their stories.
