About this Event

What is the Oliver McGowan Mandatory Training?

The training is named after Oliver McGowan. Oliver was a young man whose death shone a light on the need for health and social care staff to have better skills, knowledge and understanding of the needs for autistic people and people with a learning disability.

The Government has introduced a requirement for Care Quality Commission (CQC) registered service providers to ensure their employees receive learning disability and autism training appropriate to their role. This is to ensure the health and social care workforce has the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability, and to prevent avoidable deaths like Oliver's. This requirement is set out in the Health and Care Act 2022.

The Oliver McGowan Mandatory Training on Learning Disability and Autism is the government’s preferred and recommended training for health and social care staff.

The Health and Care Act code of practice is currently in development and should be published soon. Further recommendations made in this may change some elements of the way this training is delivered in the future.

You can visit The Oliver McGowan Mandatory Training on Learning Disability and Autism webpage for further information and updates.

Who is the training aimed at?

  • Health workforce
  • Social care workforce
  • Family, parent, sibling carers and personal assistants of people with a learning disability and autistic people
  • Any person who requires a general awareness of people with a learning disability and autistic people

Will the training help meet regulatory requirements?

By completing the right Tier of the Oliver McGowan Mandatory Training, you will be meeting the requirements of the Health and Care Act 2022 and the CQC.

How is the training delivered?

Oliver’s training is delivered in 2 Tiers. Staff need to complete either Tier 1 or Tier 2.

Both tiers consist of 2 parts:

  • The first part is the e-Learning. Everyone will need the e-Learning regardless of where they work and the Tier of training they require. It is free to access. You can access it here. Please note that you must complete the e-Learning before attending Part 2.
  • Tiers 1 and 2 of the Oliver McGowan Mandatory Training are considered Part 2 of the Training. Read below to determine which Tier you would need.

Refer to the infographic at the bottom for a visual representation of the Tiers.

What do the Tiers mean? Who needs to attend the Tier 2?

Note: This course listing is for the Tier 2. If you feel like you need the Tier 1, .

According to national guidelines:

  • Tier 1 is for those who require a general awareness of people with a learning disability and autistic people, and the support they may need.
  • Tier 2 is for health and social care staff with responsibility for providing care and support for an autistic person or a person with a learning disability. This is anyone who provides, or who may be required to provide, a service to a person with a learning disability or an autistic person, regardless of how often that may occur.

In social care, some services are used in a planned way.

  • Tier 1 may be adequate for staff if people currently using the service are known and are not autistic or have a learning disability.
  • Tier 2 may be needed for all social care staff where a person with a learning disability or an autistic person may start to use the services at any time. This is regardless of how often that may happen or type of service.

Delivery Method - How will it look like on the day?

The Tier 2 is delivered in person, over a full day. The training venue details are provided above. The training will be co-delivered by 3 trainers:

  • Approved Learning Disability Lived Experience Co-Trainer
