State of the Community is all about the people driving change in Wichita Falls. This year, we’re highlighting the nonprofits and youth programs creating real impact every day. Come hear their stories, learn about their work, and connect with others who believe in building a brighter future for our community.
Keynote Speaker
Sonia White - Sonia is the Director of the Center for Nonprofit Management & Leadership at Midwestern State University. Sonia has 20 years of professional experience in the nonprofit sector and has worked for multiple large nonprofits in the Dallas-Ft. Worth Metroplex, as well as operating a consulting firm, Sonia White Consulting, LLC. Sonia served as the Director for the Area Agency on Aging for Dallas County and the Managing Director for Aging and Disability Services for the Community Council of Greater Dallas, overseeing an $8 million budget. Since 2015, Dr. White has written many successful federal grants, resulting in over $30 million in federal funds awarded.
David Coleman - David graduated from Hirschi High School in 1977, attended Midwestern State for three semesters, where he met his wife, Terri. They both transferred to Texas A&M, and David got a BS in Civil Engineering in 1981. He was commissioned in the US Navy Civil Engineer Corps and retired as a Commander in 2002. After working three years as a consultant, David returned to College Station and worked for the City as a Department Director for 13 years, and retired as an Assistant City Manager. David and Terri then moved back to Wichita Falls in 2018 to care for their parents. Together, they have six children and ten grandkids. David enjoys riding his bikes (road, gravel, and mountain) and is the Chairman of the two non-profits that run the annual Hotter’N Hell Hundred event. He is also on officer in the Lake Wichita Revitalization Committee and the Wichita County Aggie Club, and is active in the American Legion.
Mayra Halbert - Mayra Halbert serves as President and Board Member of Zavala Hispanic Cultural Initiative, where she is dedicated to supporting students and families through education and community initiatives. With over 16 years of experience in banking and her current role as a Credit Analyst, Mayra brings a strong financial and analytical perspective to her work. As a first-generation college graduate, she understands the challenges of navigating higher education without guidance. This experience fuels her passion for expanding access to resources and providing scholarships that help open doors for the next generation.
Ismael Duran - Ismael Duran is a cultural advocate and nonprofit leader with a background in operations, finance, and organizational development. Born and raised in Wichita Falls, Ismael is the co-founder and President of Con Potencia (Potencia Projects) and serves as Treasurer of the Wichita Falls Alliance for Art and Culture. He is passionate about strengthening community partnerships and ensuring that Hispanic culture is recognized as essential to Wichita Falls' economic and civic growth.
David Morris - David is a lifelong Wichitan who's deeply passionate about serving both people and community. A Midwestern State University graduate with a background in business and music, he brings years of experience from the beverage industry, where he built strong relationships with teammates, customers, and community partners. David joined MyStaf in 2026 with a mission to make a real impact by helping grow our business and the businesses we serve. A proud 2018 graduate of Leadership Wichita Falls, he continues to give back as an active director for the Leadership team. Outside of work, David's proudest achievement is raising two great young men with his wife, Sarah. Something that truly speaks volumes about who he is.
Jean Hall - Jean Hall serves as Market President of Big Brothers Big Sisters of Wichita County, where she leads community‑based mentoring efforts that connect young people with caring role models and help strengthen the future of Wichita Falls. She brings more than 20 years of experience in the local nonprofit community, with a career dedicated to serving and supporting youth. Jean has been with Big Brothers Big Sisters for four years, helping to expand innovative mentoring and leadership programs through strong partnerships with schools, local organizations, and the business community. A proud alumna of Midwestern State University, Jean is also President of the Rotary Club of Southwest Wichita Falls, reflecting her deep commitment to service, collaboration, and civic leadership. She and her husband, Jim, raised their three children in Wichita Falls. Jean is passionate about community engagement, mentorship, and investing in the next generation, and she is proud to represent Big Brothers Big Sisters alongside fellow leaders shaping the future of Wichita Falls.
Rachel Wolff - Rachel Wolff joined the Boys & Girls Clubs of Wichita Falls as CEO in December 2025. An award-winning nonprofit executive with a Wharton MBA, Rachel has been delighted to put down new roots with her family in such a community-oriented city. Prior to joining the Boys & Girls Clubs, Rachel led teams across the US and around the world at World Vision and CARE USA, known for transforming communities by empowering young people. Her expertise spans marketing and public relations, fundraising, operations, child safeguarding, disaster response, and executive leadership at country and multi-country levels. She has implemented large-scale education, health, water & sanitation, and infrastructure projects in some of our world's most challenging places, including Somalia, Kenya, Bangladesh, Nepal, and most recently, Sierra Leone and Liberia. Known for her high energy and commitment to innovation, Rachel is excited to partner with businesses, nonprofits, civic groups, churches, City Government, and communities across Wichita Falls to develop our city's most valuable resource—our youth! joined the Boys & Girls Clubs of Wichita Falls as CEO in December 2025.
