About this Event
The course
This course focuses on a recent addition to appraisal – wellbeing analysis. The course will begin with an overview of wellbeing, its measurement and why it matters in economic analysis. The use of wellbeing in economic appraisal will then be introduced with a focus on cost-benefit analysis (CBA) and cost-effectiveness analysis (CEA). Participants will be shown how to use wellbeing evidence in accordance with latest supplementary Green Book guidance Wellbeing Guidance for Appraisal: Supplementary Green Book Guidance (2021).
Who should come?
The course is suitable for economists and analysts who are engaged in CBA or CEA and wish to learn more about how to use wellbeing in appraisal. It is also suitable for analysts engaged in reviewing or commissioning wellbeing research or appraisal and would like to learn more about how it is used. The course is designed as an introduction.
Learning outcomes
The course will give you the tools to effectively understand wellbeing analysis in cost-benefit and cost-effectiveness analysis. In particular, you will:
- Understand the evidence on what influences wellbeing
- Learn step-by-step the practicalities of carrying out a wellbeing cost effectiveness analysis and applying wellbeing in cost benefit analysis
- Take away practical examples and links to resources
Course delivery
The course will be delivered in person by Sara MacLennan. A copy of all slides and materials used will be circulated after the course.

Your tutor
The course will be delivered by Sara MacLennan. Sara is a Visiting Research Fellow at the London School of Economics, working in the Centre for Economic Performance on the Wellbeing Value for Money of Government policies.
Prior to this, Sara spent over 10 years in the UK Government Economic Service where she authored the Wellbeing Guidance for Appraisal: Supplementary Green Book Guidance (2021), the UK guidance for incorporating wellbeing in policy appraisal.
Sara was also Head of Evidence at the What Works Centre for Wellbeing where she worked with the leading academics in wellbeing economics to compile evidence on the determinants of wellbeing and supported UK government departments to incorporate wellbeing in policy analysis and development.
Sara has developed and run a range of education and training courses, including on government appraisal, wellbeing evidence / evaluation and environmental policy.
