Stephanie Felton is the Director of the Office of Project Development and Coordination in the Department of State’s Bureau of Overseas Buildings Operations. Ms. Felton is a member of the Senior Executive Service and leads development and project management for embassy and consulate projects, from inception through construction award, to ensure delivery of OBO’s annual $2+ billion capital program.

Ms. Felton has 25 years of experience in design and construction. She recently served as the Smithsonian Institution’s Deputy Director of the Office of Planning, Design, and Construction, where she led planning, preservation, and program management staff to execute Smithsonian’s capital program of renovations and new construction. This included high profile site selections for the two newest museums: the Smithsonian American Women’s History Museum and National Museum of the American Latino. Her State Department experience includes acting Office Director for Design and Engineering; Special Assistant to the Under Secretary for Management; Division Chief for Near Eastern Affairs and South Central Asia; and Project Manager in the African Affairs region. She was previously a tenured member of the U.S. Foreign Service and was the Construction Manager for the U.S. Embassy in Santo Domingo, Dominican Republic.

Stephanie earned a B.S. in civil engineering from Texas A&M University, and she is a licensed Professional Engineer in Virginia. She speaks French and Spanish.
