Format Rules & Mechanics
Retro 1999 rules apply to the Base-Fossil format:
First Turn Rules: The player winning the coin flip goes first, and the player going first can attack on turn one.
Mulligan Rule: If a player mulligans, their opponent may draw up to 2 cards per mulligan.
Confusion & Retreat: Players must flip to retreat if confused. If tails is flipped for confusion, the Pokémon takes 20 damage (apply weakness/resistance). Multiple retreats can be performed in a single turn.
format comprising only the game's first three North American expansions: Base Set, Jungle, and Fossil, plus legal promotional cards
