The Senate Square Society will host Dr. Andrey Sarafanov for a discussion on the Congress of People’s Deputies and the political meaning of its legislative work in exile.
Dr. Sarafanov, the author of the Declaration will examine the details qualifying the Russia’s policy, both internal and external, as terroristic, and appealing the international community to undertake a number of measures to enforce Russia to stop the war in Ukraine and prevent it from further escalation of the military tension and igniting the new war - in other countries of Europe.

Dr. Andrey Sarafanov is a Russian democratic opposition figure, former elected deputy of the Oktyabrsky District Council of Moscow supported by democratic movement in 1990, yet in late USSR, and a participant in the current Congress of People’s Deputies.
Dr. Sarafanov’s political work links the democratic opening of the late Soviet period with today’s struggle against Putin’s dictatorship, Russia’s war against Ukraine, and the imperial structure of the Russian state. Dr. Sarafanov has been active in the Congress’s efforts to develop a political and legal framework for a democratic post-Putin Russia.
Dr. Sarafanov is the author of a Declaration adopted at the Congress’s June 27–29, 2026 session qualifying the Putin’s regime as a regime of state terror. At the Senate Square Society event, Dr. Sarafanov will overview the Congress’s recent session topics and the Declaration regarding Russia’s accountability, de-imperialization, and awaited democratic future.
