Restoring the Environment Through Community Collaboration: Palms at Pleasure Island Greenspace

Davon Chargois is the Assistant Director of the Lamar University Environmental Research Centers. His educational background includes a master's in public administration from Lamar University and a bachelor's in social work.
Davon is a Port Arthur, Texas native with extensive experience in serving the Southeast Texas community. Throughout his career, he has held a variety of volunteer and professional roles dedicated to the betterment of Southeast Texas. In his career he served as an administrative assistant in the City of Port Arthur’s Development Services Department, a site coordinator for Communities and Schools of Southeast Texas, a planner for the City of Port Arthur's Transit Department, and most recently a Grant Manager for the Lamar University Center for Resiliency.
The Palms project explores how meaningful community engagement, stakeholder development, and intergovernmental collaboration can transform an underutilized property into a sustainable environmental asset. This presentation highlights the process of building partnerships among local government, higher education, nonprofit organizations, industry, and community members to create a shared vision for ecological restoration and public recreation. Attendees will learn how strategic outreach, collaborative leadership, and coordinated resource development have been used to advance the Palms at Pleasure Island Greenspace Project and establish a model for community-driven environmental revitalization in Southeast Texas.
