Andrew is an experienced senior executive specialising in whole-of-government procurement, commercial strategy, and policy reform across the Queensland public sector.
Andrew leads the Queensland Government Procurement division, with responsibility for procurement policy, compliance, category management, and whole-of-government purchasing frameworks that support efficient, ethical, and value-for-money outcomes for Queenslanders.
In this role, Andrew is responsible for driving procurement reform and strengthening commercial capability across government, including the implementation and oversight of the Queensland Procurement Policy 2026 and associated integrity, governance, and supplier frameworks. His portfolio also includes responsibility for QFleet, the Queensland Government’s commercialised fleet manager.
Andrew brings 30 years of experience in public sector leadership, having worked across multiple departments to improve procurement performance, enhance supplier engagement and support the delivery of government priorities. In these roles, he led large-scale procurement transformation, strengthened governance and capability, and supported agencies to deliver complex programs and services.
