About this Event
CareFirst, in partnership with The Flowers Whiting Initiative and Counselors In The Community Association, invite you to the Pardon Assistance & Expungement Clinic for Returning Citizens.
This clinic is designed to support returning citizens by providing access to legal resources, guidance on the pardon and expungement process, and opportunities to connect with community advocates. Attendees will receive one-on-one support and information to help navigate the steps toward a fresh start.
Note: You must be free of new criminal charges and typically 10 years past the completion of your sentence to be considered for a pardon in Maryland.
If you are seeking a pardon, please review the checklist below. Bringing these items to the event will help us assist you more efficiently.
- Completed Maryland Pardon Application
- Valid government-issued photo ID (Driver’s License, State ID, or Passport)
- Certified copies of all court records for each conviction (charging documents, judgments, sentencing)
- Documentation showing completion of parole, probation, or incarceration
- Personal statement explaining why you are requesting a pardon
- 3–5 letters of recommendation (employers, community leaders, clergy, mentors)
- Evidence of rehabilitation (employment records, volunteer service, certificates, diplomas)- Military service records (if applicable)
- Criminal history report (if obtained from CJIS)
- Any additional supporting documents demonstrating community contribution and good character
