For this special two-part series, Over Drinks is examining two different approaches to municipal government, and giving each model its own evening to be explained and advocated for by experienced practitioners.
On October 5, our conversation focuses on the Mayor-Council form of government, with Fayetteville General Counsel Kit Williams discussing how that structure works and making the case for its strengths.
On October 12, we turn to the professionally managed, Council-Manager form of government; the system Fort Smith currently operates under. Our guest is Kent Myers, an ICMA Life Member with decades of experience in professional local government management. Kent has served as City Manager of Hot Springs, Arkansas, and more recently as City Administrator of Starbase, Texas (of Elon Musk and SpaceX fame), where he helped establish the municipal organization of the newly incorporated city. His career has given him firsthand experience with the responsibilities, challenges, and advantages of professional city management.
This session will focus specifically on how professionally managed cities work, why communities choose the Council-Manager model, the division of responsibility between elected officials and professional staff, and the case for professional management as a form of local government.
The purpose of the two evenings is not a debate between our guests, but an opportunity for the community to hear each model presented on its own merits—then better understand the choices involved when considering how Fort Smith should be governed.
