Across the UK, households experiencing financial hardship often encounter the inefficient "referral merry-go-round" and a "complexity crisis." People may be referred between multiple organisations for help with energy costs, benefits, debt, or essential household needs – frequently repeating their trauma several times before receiving meaningful assistance.

The One Call, That’s All (OCTA) pilot was created to test whether a different approach could improve outcomes for households facing fuel and food poverty. Through a single referral and discovery conversation, the OCTA model connects households to coordinated support including 12 months of ring-fenced specialist casework, practical assistance, and local charitable services.

The goal is to stabilise households by addressing the range of pressures affecting them at the same time, moving them from debt-paralysis to long-term financial agency.
