After spending 13 years growing up in California's foster care system, Harris will mark a full-circle moment as he prepares to help shape statewide policies affecting foster youth, juvenile justice, rehabilitation, and child protection.
**San Diego County District Attorney Summer Stephan is scheduled to administer the oath of office**, with state and regional officials, community leaders, family, friends, and invited guests expected to attend.
During the ceremony, Harris will deliver an address outlining his priorities, including strengthening independent oversight of local Juvenile Justice Commissions, addressing the foster care-to-juvenile justice pipeline, combating child sex trafficking, and expanding rehabilitation and second-chance opportunities for young people across California.
