October Lunch Program Developing a Citywide Infrastructure Report Card

Join us for an engaging session on the development of Huntington Beach’s 2024 Infrastructure Report Card, a first-of-its-kind citywide evaluation built on ASCE’s methodology. Learn how experts, community members, and city leaders collaborated to assess 13 infrastructure categories, identify $1.8 billion in future needs, and explore innovative financing strategies. Attendees will gain practical insights into prioritizing infrastructure investments, securing funding, and building community support for long-term resiliency.

Cities typically prepare a Capital Improvement Program to strategically plan and allocate resources efficiently towards infrastructure projects.

The City of Huntington Beach went one step further by developing the comprehensive 2024 Infrastructure Report Card in expanding on the methodology defined by ASCE. The effort gathered 31 industry-recognized experts evaluating a total of 13 infrastructure subcategories for their condition, capacity, operation and maintenance, funding, future needs, resilience, public safety, and innovation. Quantitative and qualitative assessments were performed based on condition reports, in-field tours, and interviews with maintenance staff.

105 community members formed the outreach and community outreach committee, which provided direction on the community concerns and most important priorities. Outreach efforts included 2 in-person workshops, 3 infrastructure tours, one community survey collecting over 1,330 responses, and a video.

An executive committee coordinated the effort and worked with City Council to prioritize the City’s future resources and efforts. The report recommends implementing a list of identified capital improvement programs and operation and maintenance programs cumulatively valued at $1.8 billion over the next 15 years. A public facilities financing plan was prepared by public financing experts, which lists applicable funding mechanisms such as innovative partnerships, grants, and alternative financing solutions.
