The March 2026 Mound Tech Talk is. . . "Response to Nuclear Events" by Brooke Buddemeier
This Tech Talks will be available on Zoom with a watch party at 1075 Mound Road on March 25, 2026 at 7pm.
Topic: Responding effectively to a nuclear detonation requires addressing unique challenges not encountered in other radiation emergencies, such as nuclear power plant incidents or radiological dispersal devices. This lecture leverages insights from extensive assessments conducted by NNSA’s national laboratories and incorporates FEMA’s latest guidance, including:
• Planning Guidance for Response to a Nuclear Detonation, 3rd Edition (2022)
• Nuclear Detonation Response Guidance: Planning for the First 72 Hours (2023)
• Nuclear Detonation Preparedness: Communicating in the Immediate Aftermath (2024)
This lecture will discuss the impacts of a nuclear detonation and demonstrate life-saving strategies, including sheltering, evacuation planning, and effective communication in the aftermath.
Biography: Brooke Buddemeier is a certified health physicist with a Master’s in Radiological Health Physics from San Jose State University and his B.S. in Nuclear Engineering from the University of California, Santa Barbara. He is part of the Global Security Directorate of Lawrence Livermore National Laboratory (LLNL), providing technical leadership for multi-organizational efforts to deliver sound supporting science for radiological and nuclear terrorism risk assessments and response support. He facilitates response preparedness activities through advanced modeling and close coordination with international, federal, state, and local response organizations. He led the technical team that supported
the development of the FEMA Planning Guidance for Response to a Nuclear Detonation (2022) and the FEMA Nuclear Detonation Response Guidance (2023). Brooke is a Scientific Vice President and board member of the National Council on Radiation Protection and Measurements (NCRP) and served on the scientific committees which developed NCRP Report No. 165 – Responding to a Radiological or Nuclear Terrorism Incident: A Guide for Decision Makers, Report No. 175 - Decision Making for Late-Phase Recovery from Major Nuclear or Radiological Incidents, and Report No. 179 – Guidance for Emergency Response Dosimetry.
