Lecture Title: Governing Infrastructures
Lecture Abstract: Living together requires infrastructure: material systems that coordinate our connected lives. But not all infrastructure is created and maintained by public institutions. Some technologies that start life as private luxuries develop into systems that are crucial to public goods: they become infrastructural. In this lecture, Professor Jorgensen explores key questions that these transitions raise for democratic governance. When has a technology become infrastructure? Why does that change what justice requires? Drawing on classical social contract theory and regulatory lessons of the past, she sketches a political philosophy of infrastructure, and asks what telephones and traffic can teach us about governing digital technologies.
