As November tends to be a bit chilly in Chicago, lets visit the Obama Presidential Center. https://obama.org/visit/
Only the musuem requires tickets and there are still plenty of space to visit, including a branch of the chicago public library and grab some food at either Tafari's Kitchen or the Cafe.
On site parking is available but starts at $22 for 4 hours, and there ar options for public transportation.

There's also the Sky Room and while access is free, the space is limited and access is available on a first-come, first-served basis in the morning, for anyone who wants to go early.
