Abstract - نبذة عن المحاضرة
The Mamluk Sultanate depended on the organization of its revenues to ensure the functioning of the sultanate and the internal and external security of its citizens. The main source of income was agricultural production in the countryside. It was therefore important to know how much cultivable land there was, how much of it could be taxed and at what rate, which is why the land had to be surveyed by state officials. In Egypt, this land survey was called rawk. The surveyors determined the exact area and quality of the cultivable land of villages and districts. The tax value of a particular piece of land was determined as the product of its quality and the corresponding area. In the following, the question of how land was classified, what kind of revenue was generated for the state and what events led to a significant change in the Mamluk tax system in the 15th century will be explored. In order to answer these questions, this presentation will first discuss the different types of land categories in the Mamluk tax system. Particular attention will be paid to the balance between indirect land taxation, as found in the classical iqṭāʿ system, and other forms of dealing with land income, which, as we shall see, favored the so-called Waqfization of land ownership in the Mamluk Sultanate, which aimed at to gain more cash. Finally, it will try to explain why the Mamluks needed so much cash.

اعتمدت سلطنة المماليك على تنظيم إيراداتها لضمان سير العمل في السلطنة وضمان الأمن الداخلي والخارجي لمواطنيها. وكان المصدر الرئيسي للدخل هو الإنتاج الزراعي في الريف.
لذلك كان من المهم معرفة مساحة الأراضي القابلة للزراعة ومقدار المساحات التي يمكن فرض الضرائب عليها، وتحديد سعر هذه الضرائب، ولهذا السبب كان لابد من مسح الأراضي من قبل موظفي الدولة.
كان يُطلق على هذا المسح للأراضي في مصر اسم ”خراج“. وقد حدد المساحون المساحة الدقيقة ونوعية الأراضي الصالحة للزراعة في القرى والمناطق. وتم تحديد القيمة الضريبية لقطعة أرض معينة على أنها حاصل ضرب جودتها ومساحتها. في هذه المحاضرة سيتم استكشاف كيفية تصنيف الأراضي، ونوع الإيرادات التي كانت تدرها على الدولة، والأحداث التي أدت إلى تغيير كبير في نظام الضرائب المملوكية في القرن الخامس عشر الميلادي، وللإجابة عن هذه الأسئلة، سيناقش هذا العرض: أولاً الأنواع المختلفة لفئات الأراضي في النظام الضريبي المملوكي وسيتم إيلاء اهتمام خاص للتوازن بين الضرائب غير المباشرة على الأراضي، كما هو موجود في نظام الإقطاع الكلاسيكي، والأشكال الأخرى للتعامل مع دخل الأراضي، والتي كما سنرى فضلت ما يسمى بوقف ملكية الأراضي في السلطنة المملوكية، والتي كانت تهدف إلى كسب المزيد من الأموال النقدية. وأخيرًا سأحاول تفسير سبب احتياج المماليك إلى الكثير من النقد.
Prof. Dr. Albrecht Fuess, Marburg Albrecht Fuess was born and raised in France. He studied History and Islamic Studies at the University of Cologne and Cairo University. He obtained his Ph-d in Cologne in 2000 with a dissertation on the history of the Syro-Palestinian coast in the Mamluk era (1250-1517). Since 2010 he is a Professor of Islamic Studies at the Center for Near and Middle Eastern Studies (CNMS) at the Philipps-University Marburg. His main research interest are the History of the Near and Middle East from the 13th to 16th centuries and the contemporary Muslim presence in Europe. Among his latest publication is the result of the ANR-DFG project DYNTRAN: Christoph Werner, Maria Szuppe, Nicolas Michel and Albrecht Fuess, Dynamics of Transmission: Families, Authority and Knowledge in the Early Modern Middle East (15th-17th centuries), Turnhout: Brepols, Turnhout: Brepols, 2021. Currently Nicolas Michel (Aix) and he coordinate the ANR-DFG project: EGYLandscape. --- البروفيسور الدكتور ألبريشت فويس، ماربورغ ولد ألبريشت فويس ونشأ في فرنسا. درس التاريخ والدراسات الإسلامية في جامعة كولونيا وجامعة القاهرة. حصل على درجة الدكتوراه في كولونيا عام 2000 بأطروحة عن تاريخ الساحل السوري الفلسطيني في العصر المملوكي (1250-1517). يعمل منذ عام 2010 أستاذاً للدراسات الإسلامية في مركز دراسات الشرق الأدنى والشرق الأوسط في جامعة فيليبس ماربورغ في كولونيا. وتتمثل اهتماماته البحثية الرئيسية في تاريخ الشرق الأدنى والأوسط من القرن الثالث عشر إلى القرن السادس عشر والوجود الإسلامي المعاصر في أوروبا. ومن بين أحدث إصداراته كتاب "ديناميات الانتقال" الذي صدر حديثًا عن مشروع "دينتران" الذي ينفذه المركز الوطني للبحث العلمي في ألمانيا: كريستوف فيرنر وماريا زوبي ونيكولاس ميشيل وألبريشت فويس: العائلات والسلطة والمعرفة في الشرق الأوسط الحديث المبكر (القرنين الخامس عشر والسابع عشر)، تورنهاوت: بريبولز، تيرنهوت، بريبولز: بريبولز، 2021. حاليًا نيكولا ميشيل (إيكس) وهو منسق مشروع ANR-DFG: EGYLandscape. استكشاف المناظر الطبيعية التاريخية لمصر طوال القرنين الثالث عشر والثامن عشر، https://www.egylandscape.org/ آخر إصداراته هو: ألبريشت فويس وآخرون، ديناميات التنقل بين أوروبا الشرقية والشرق الأدنى. استكشاف تاريخ مشترك عبر الأقاليم، شتوتغارت: فرانز شتاينر 2024.
