Welcome to the Las Vegas Security Summit!
We look forward to the opportunity to advance collaboration among our local, state, federal and industry partners in and around the Las Vegas area. Join us in person in Las Vegas where we aim to enhance understanding of evolving threats, and help strengthen organizational readiness to address the complex challenges within the transportation sector. The event will be marked with insights, demos, and real-world solutions to all modes of transportation along with real-world cybersecurity exercises. Keynote Speaker
Host: Karen Burke, Federal Security Director for State of NV
Info: Karen R. Burke is the Federal Security Director (FSD) at Las Vegas Harry Reid International Airport (LAS). She previously served as FSD at Washington Dulles (IAD) and Reagan National (DCA) airports, and as Regional Director for TSA Regions 3, 4, and 5. Joining TSA in 2002, she helped establish 114 airports nationwide and worked with the FBI’s Terrorist Screening Center. Her focus is on collaboration across agencies to enhance transportation security.
Before TSA, Ms. Burke managed United Airlines’ hub at Dulles, where she was present during 9/11 and supported first responders. She holds degrees from Northwestern University and the Naval Postgraduate School. She is committed to advancing multi-modal security and enjoys golf and traveling.

Southern Nevada Counter Terrorism Center
Host: Don Rayner, Fusion Center Liaison
Info: Donald Rayner serves as a Supervisory Transportation Security Officer (STSO) stationed at Harry Reid International Airport (LAS). He is currently on Detail to the Southern Nevada Counterterrorism Center/Fusion Center in Las Vegas as the Fusion Liaison Officer for the state of Nevada. He is assigned to the Counterterrorism Analytical Group (CTAG) and maintains a direct link between the FSD and DFSD and the Fusion Center. In addition, he provides TSA operational support for all associated partner agencies at the Fusion Center.

Human Trafficking
Host: Dylan Wecht, Truckers Against Trafficking
Info: Mr. Wecht is the Director of Public Sector Engagement at TAT, a 501(c)3 organization that stands committed to educate, equip, empower and mobilize members of key industries and agencies to combat human trafficking. He speaks around the United States and Canada about TAT’s mission and trains law enforcement on human trafficking, the victim centered approach, and how to identify human trafficking at routine interdiction and inspection stops. He holds a Juris Doctorate from Duquesne University School of Law and previously worked as an immigration attorney in the Washington, DC area.

Explosives Ordinance Disposal Presentation
Host: Brooks Rhoads, TSSE @ TSA
Info: Brooks Rhoads has been a Transportation Security Specialist - Explosives at Harry Reid Airport for 3.5 years. He retired from EOD after 20 years in the military - 8 years with USMC, 12 years with AF Reserves, and he served 3 tours in Iraq as an EOD team member and Team Leader. During that time, he responded to and rendered safe over170 IED's and destroyed over 5 tons of Unexploded Ordnance. He also conducted multiple post blast investigations after troops or equipment were hit by enemy IED’s of conventional explosive ordnance. Brooks has also served 12 years as a Police Officer with the San Diego Police Department and 3 years as an Unexploded Ordinance Hazards Technician along the live fire and explosives ranges in Northern Nevada.

Info: Rebecca Gonzales serves as Director of Air Cargo for Allied Universal Enhanced Protection Services (EPS), bringing extensive experience in air cargo security, regulatory compliance, law enforcement, military operations, and canine program management. Currently, Ms. Gonzales leads EPS’s TSA Regulatory Compliance Division, overseeing compliance initiatives across several hundred government-regulated locations. Her unique combination of operational leadership, regulatory expertise, law enforcement background, and canine program management has earned her recognition as a trusted leader within the air cargo security industry. Ms. Gonzales's presentation will include a LIVE demonstration by K9 Trainer Christine Anderson and her K9 Lexi!

Host: Takeda Parker-Bradford, Cybersecurity TSI
Info: Takeda Parker-Bradford has been employed with Department of Homeland Security/Transportation Security Administration (DHS/TSA) since 2011. She is a Cybersecurity Transportation Security Inspector for West Region stationed in Southeast Texas. She is an Army veteran and served as a Military Intelligence Specialist in Ft. Lewis, Washington.
Ethan Dwyer is the Lead Transportation Security Inspector – Cyber for the TSA West Region Surface Assessment Team, where he works with stakeholders to assess and strengthen cyber and physical security across surface transportation industries. Before joining TSA in 2022, Ethan worked for the Oregon Judicial Department and served 24 years in the U.S. Coast Guard, specializing in IT, networking, and electronics. He holds a B.S. in Information Technology from Excelsior University, is pursuing an M.S. in Cybersecurity and Information Assurance from Western Governors University, and holds certifications including CEH, CySA+, CISSP, CCSP, and PMP.
