Workshop Description:

This intensive one-day course equips participants with the practical skills and strategies needed to successfully complete Oregon’s Joint Permit Application (JPA) and navigate the review processes of multiple permitting agencies. Projects covered range from stream and wetland restoration to private development and public infrastructure.

You will learn how to tailor your application to the priorities of the Department of State Lands (DSL), U.S. Army Corps of Engineers, Department of Environmental Quality (DEQ), and other state and local jurisdictions. The course also compares Oregon’s JPA process with Washington’s JARPA, offering practical insights on permit timelines, functional assessments to support mitigation, and effective coordination with agencies from project concept through final approval. Class includes interactive workshop session – Bring your project for group discussion, scenario analysis, permitting strategy, Q&A.

Instructor:

Taya K. MacLean, MS, PWS, Senior Scientist and Permitting Specialist, Parametrix

Taya K. MacLean, MS, PWS, brings over 25 years of environmental consulting experience, specializing in regulatory permitting leadership for projects ranging from small-scale site developments to large, complex infrastructure efforts across Oregon, Washington, and the greater Pacific Northwest. She has successfully guided both public and private clients through intricate permitting pathways, including NEPA compliance, biological resources studies, mitigation planning, and environmental compliance management. Taya is recognized for her expertise in coordinating with regulatory agencies such as the U.S. Army Corps of Engineers, Oregon Department of State Lands, Oregon DEQ, and federal, state, and local partners, ensuring efficient, defensible, and technically sound permit outcomes. Her strengths include leading multidisciplinary teams, developing strategic permitting approaches from early planning through construction, and crafting innovative solutions to complex regulatory challenges. Passionate about empowering others in the field, Taya looks forward to sharing practical strategies, case examples, and lessons learned to give participants meaningful tools and insights into Oregon permitting and the Joint Permit Application process.


Learning Outcomes:

By the end of the course, participants will be able to:

  • Complete each section of the JPA accurately and strategically
  • Identify which agencies need authorization for a given project and what they require
  • Build realistic permitting timelines and integrate them into project schedules
  • Apply functional assessment requirements (e.g., SFAM, ORWAP, BPJ) in context
  • Compare and contrast permitting frameworks in Oregon vs Washington
  • Improve communication with reviewers and reduce avoidable delays

Refund Policy:

Cancellations are allowed up to 1-day prior to the start of class, however, refund amounts vary based on when you notify us of your cancellation.

  • >14 days prior to event: Full refund, excluding Eventbrite fees
  • 1-14 days prior to event: 50% refund, excluding Eventbrite fees
