Abstract.
"Why do so many ETCS programmes suffer delays, cost overruns and operational difficulties despite seemingly mature technology? Drawing on lessons from numerous retrofit projects, this presentation argues that the biggest risks are not always, if ever, technical—they are organisational and commercial. It explores the characteristics of successful ETCS teams supplier side and customer side, common governance mistakes, and the interaction between customers, suppliers and systems integrators that determines project outcomes. Through practical examples of both good and bad practice, the presentation identifies the organisational principles that consistently lead to successful delivery and those that repeatedly undermine even the strongest technical solutions."
