Presentation Topic: Optimization of SATCOM Bandwidth through Network Visibility and Network PerformanceTools

Abstract: Acknowledging the importance of SATCOM when working in technically challenged and austere environments every bit of bandwidth counts. In years of experience in setting up bare operating bases in Afghanistan, Iraq and other locations where SATCOM is the only available transport it has become important to understand the path of your data and operational needs measured against cost of bandwidth.
Recently, when working with a large ISP that provides SATCOM to the Ukrainian military, it was discovered the performance of the Ukrainian network was not appearing to be what they paid for. In order to pull the forensics on the SATCOM traffic we worked with the ISP provider to use their network performance tools in a novel way.
As this audience may know – troubleshooting a satellite link is not easy. There are many places along that path where things could go wrong but through real time granular visibility, within this case study we were able to pinpoint the issue as something more sinister.
The intent of this session would be to share this case study. The story of how this ISP used the tools purchased for their own cyber security to resolve a customer issue in a combat environment and what was the result of this discovery
Bio: Sarah Cleveland has over 26 years in the Air Force as a career Cyber Officer. Retiring as a Colonel, her last position was Commander, 709th Support Group, Air Force Technical Applications Center (AFTAC), Patrick Air Force Base, Florida. In this position Sarah led 4 squadrons and 6 detachments in the United States, Europe and Asia responsible for providing cyber operations, agile software maintenance, configuration management, logistics, supply, central repair, remote sensor maintenance, personnel, facility, emergency management and postal supporting the global nuclear mission. Additionally, she was responsible for the Airmen who operated and sustained the U.S. Atomic Energy Detection System, enabling the global treaty monitoring mission to support high-level national and Department of Defense agency customers.
Sarah’s other operational experience includes combat operations in Iraq, airfield suitability surveys in Afghanistan, and other bare base communications in undisclosed areas in the Middle East as well as training Colombian and Polish Special Operations Forces in cyber tactics, techniques and procedures (TTPs). Sarah retired from the Air Force in 2023 and is now the Senior Executive Strategic Advisor focused on the Department of Defense for ExtraHop.
