“Improving the Fed: Less Regulation and Politics, More Market Focus”

AIER’s Bastiat Society program in Washington DC will host an event with Thomas M. Hoenig, Distinguished Senior Fellow at the Mercatus Center at George Mason University, and Thomas L. Hogan, Senior Research Fellow at the American Institute for Economic Research (AIER).

The Federal Reserve was designed to be an independent body free from political influence and it is allowed exceptional discretion in its conduct of monetary policy. However, it’s become apparent in recent years that political influence increasingly affects the Fed’s policies along with excessive regulatory indiscretion and overreach. Thomas Hoening and Thomas Hogan will examine the Fed’s recent track record and how it can be improved with less regulatory discretion, less political influence, and a simpler, better focus on the markets.

Thomas M. Hoenig is a Distinguished Senior Distinguished Senior Fellow at the Mercatus Center at George Mason University. Mr. Hoenig engages in research and comment on economics, money and banking, and related policy topics and provides economic outlook and related services to investment firms and businesses across the country.
Prior to joining the Mercatus Center, Dr. Hoenig served as Vice Chairman of the Federal Deposit Insurance Corporation from 2012 until 2018. In that capacity, he oversaw FDIC operations and policy related to deposit insurance pricing, bank supervision, and financial stability and bank resolution. He served as Chair of the FDIC’s Bank Appeals and Audit Committees. He also served as a member of the International Association of Deposit Insurers’ board from 2012 to 2017, and as the President and Chairman from October 2015 to October 2017.

Previously, Mr. Hoenig was President and Chief Executive Officer of the Federal Reserve Bank of Kansas City and a member of the Federal Reserve System's Federal Open Market Committee from 1991 to 2011. Mr. Hoenig was with the Federal Reserve for 38 years, beginning as an economist and then as a senior officer in banking supervision. As President and Chief Executive Officer, he led the Federal Reserve Bank of Kansas City during the banking crisis of 2008 and 2009.

During his time with the Federal Reserve, Mr. Hoenig chaired several key committees including the Conference of Presidents, the Committee on Bank Supervision, Regulation and Legislation, and the Information Technology Oversight Committee. Also, during his tenure, Mr. Hoenig organized and hosted the Federal Reserve Bank of Kansas City’s Jackson Hole economic symposium for global central bankers. Mr. Hoenig earned his doctorate in economics from Iowa State University.

Thomas L. Hogan is a Senior Research Faculty at the American Institute for Economic Research (AIER) where he engages in research on Federal Reserve policy, money and banking, and monetary economics. He formerly served as the chief economist for the U.S. Senate Committee on Banking, Housing and Urban Affairs. Mr. Hogan has also worked at Rice University’s Baker Institute for Public Policy, Troy University, West Texas A&M University, the Cato Institute, the World Bank, Merrill Lynch’s commodity trading group and for investment firms in the U.S. and Europe.

His research has been published in academic journals such as the Journal of Macroeconomics and the Journal of Money, Credit and Banking. He has appeared on programs such as BBC World News, Stossel TV, and Bloomberg Radio and has been quoted by news outlets including CNN Business, American Banker, and the National Review. Thomas Hogan earned his doctorate in economics from George Mason University and his Bachelor's and Master's degrees in business administration from the University of Texas at Austin.
