Celeste is the Strategic Policy Administrator for the Washington State Department of Transportation, leading statewide Complete Streets and transportation–land use initiatives. A nationally recognized transportation leader, she was named one of Smart Growth America’s Complete Streets Changemaker and the Association of Pedestrian and Bicycle Professionals’ 2025 Public Sector Professional of the Year.
