Huntersville Public Hearing: Stop Another Mandatory HOA Community

Veer Development LLC is proposing Northline Row, a development of up to 110 townhomes near the future Red Line commuter rail station in Huntersville.
If approved, the development is expected to include a mandatory homeowners association (HOA) responsible for maintaining community infrastructure.
This public hearing is your opportunity to speak before another HOA is created.
QUESTIONS THE TOWN SHOULD BE PREPARED TO ANSWER:
• Will the roads, stormwater system, and other infrastructure be publicly maintained, or will those costs be transferred to a mandatory HOA?
• If homeowners will be responsible, what data does the Town have showing that this model is financially sustainable?
• What percentage of Huntersville HOAs with private roads and infrastructure are adequately funding reserves for future repairs and replacement?
• Does the Town track whether existing HOA communities are conducting reserve studies, regular inspections, preventative maintenance, and long-term capital planning before approving additional developments with private infrastructure?
• If the Town does not collect this information, how can it determine that transferring millions of dollars in infrastructure costs to future homeowners is in the public's best interest?

• The Wall Street Journal recently reported that HOA foreclosure filings reached 6,376 properties during the first quarter of 2026, nearly 40% higher than two years earlier.
• A 2024 Fannie Mae survey found that 60% of condominium lenders identified HOA financial instability as a leading risk, while 47% identified deferred maintenance as a significant concern. Financial instability includes inadequate reserves, delinquent assessments, and special assessments.
• North Carolina does not require most HOAs to perform reserve studies or maintain a minimum level of reserve funding, even when homeowners are responsible for expensive private infrastructure.
• North Carolina also has no state agency that routinely audits HOA finances, investigates homeowner complaints, or enforces most HOA governance laws. Homeowners are often forced to hire private attorneys simply to enforce their legal rights.
