Hertsmere Borough Council's Planning team would like to invite you to our third Hertsmere Developer Forum to be held on Thursday 4th December from 9am – 11am at the Civic Centre, Elstree Way, Borehamwood, Herts, WD6 1WA.

We are delighted to welcome our key note speaker for the day, Dr. Victoria Hills, Chief Executive of the Royal Town Planning Institute. Dr Hills has over 26 years experience, in senior leadership roles, most latterly in the membership sector, and in planning, transport, regeneration and regional government. She has worked for all three Mayors of London.

Using the convening role of the Royal Town Planning Institute, she advocates for resourcing planning and putting planning at the heart of delivery for quality places. She is driving forward delivery of the RTPI’s Strategic Plan for the 27,000 members both domestically and globally, focussing on raising the profile of the work of planners, reaffirming the respect for, and value of, the profession, and attracting a diverse and inclusive profession.

Up until very recently, Victoria was a Board Member of the Government’s Office for Place Advisory Board and currently sits on the Advisory Board of Black Professionals In Construction (BPIC), and the Advisory Board of the Greener Transport Council. Victoria also is a Commissioner on the Essex Climate Action Commission and chairs its Net Zero Innovation Network. Victoria was recently welcomed into the Worshipful Company of Paviors. In September 2024, Victoria was awarded an Honorary Degree Doctor of Technology.

Hear from Dr Victoria Hills, Chief Executive of RTPI about the current state of play on planning reform, devolution and what the government’s growth agenda might mean for planning and development in the remainder of the parliamentary term in the UK.

As the RTPI looks beyond the Planning and Infrastructure Bill gaining royal assent, what’s next for planning in the UK, and how might developers respond? These are just some of the questions Victoria hopes to touch upon at the Forum.

We will also hear from George Pavey, Planning Strategy and Implementation Manager, with an update on the Local Plan.

In addition, come and meet a range of officers from the across the planning team and take your opportunity to input to us.
