What Is Elective Pay (Direct Pay)?

Elective Pay — also called Direct Pay — is a new option created by the Inflation Reduction Act that allows cities, nonprofits, schools, tribes, and other tax‑exempt organizations to receive cash payments from the IRS equal to the value of clean‑energy tax credits, even though they don’t pay federal income taxes.

In simple terms: You build a qualifying clean‑energy project, and the federal government pays you the tax credit in cash.


Why It Matters

Traditionally, only private companies with tax liability could use clean‑energy tax credits.


Elective Pay changes the game by letting public and nonprofit entities access the same financial benefits — unlocking projects that were previously too expensive.This means cities, school districts, community organizations, and local governments can now:
  • Install solar and battery storage
  • Modernize buildings with clean‑energy upgrades
  • Deploy EV charging and smart‑city infrastructure
  • Reduce long‑term energy costs
  • Reinvest savings back into the community
