We are at the beginning of a paradigm shift in biosecurity and biosafety governance. Governments are confronting the limits of reactive, fragmented systems that prioritize performative compliance while offering few ways to measure or improve safety and security outcomes. Companies and universities are caught in a compliance trap but also are eager to responsibly expand biotechnology into domains—including manufacturing and ecosystem management—that fall well outside the original scope of extant oversight. Governance reform, however, cannot simply build on existing measures, because they rest on assumptions about science, security, and the role of the state that are poorly aligned with contemporary conditions. In this CSPO Rethinking Science, Policy Seminar, Sam Evans will outline those assumptions, how they are embedded in current governing structures, and where they fall short. He will then outline a new paradigm for biosecurity and biosafety governance that is forming within policy circles and show how it can transform our reactive, fragmented oversight into a proactive system that supports national security, economic vitality, and cultural prosperity. Dr. Evans will close with a call to action for those who want to be part of this paradigm shift.
