Fining Families: The Unseen Costs of the Foster System

Join Juvenile Law Center and authors Nadia Mozaffar and Jessica Feierman to celebrate the release of Fining Families: The Unseen Costs of the Foster System, a groundbreaking report detailing the harms of imposing "child support" costs due to the state on families in the foster system.
There will be a press conference (open to the public) and panel discussion with the report authors followed by a reception.
Our analysis reveals that statutes in almost every state and the District of Columbia allow - or even require - "child support" payments to the state. Laws that require parents to pay for the foster system pull families deeper into poverty and make it more difficult for them to reunite. Inability to pay can even contribute to a parent having their parental rights terminated. "Child support" and other costs also exacerbate the economic and racial inequities and discrimination in the foster system. In addition, because families in the foster system generally cannot afford such costs, the practice provides negligible, if any, revenue for states and localities – and may even cost states money.
