City of Tulare welcomes you to the inaugural Fall Festival happening on Thursday, October 30th, starting at 5PM. Close out the night with the showing our a classic, "The Nightmare Before Christmas"! Come dressed up and ready to have fun. It's a free event. There will be vendors, games, crafts, candy, and more. We will announce the winners of our Halloween House Decorating Contest for Best Decorated and Spookiest House.
