This talk is for anyone who drives through Houston, which is to say, everyone. Whether you've never noticed the cameras or you're already asking questions, this talk breaks down what's actually happening to your privacy, and what you can do about it.
What You'll Learn:
📌 What Flock's cameras collect as you go about your day: work, worship, your kid's school, and the places you'd rather keep private. Where all of that ends up might surprise you.
📌 How far Houston's camera network actually reaches: it starts with roughly 3,800 cameras regionally, but that's not even close to where it stops.
📌 What's already happened at 3 Houston-area law enforcement agencies in just the past few weeks
📌 How often it goes wrong: the Institute for Justice has documented at least 27 cases since 2018 of innocent people held at gunpoint or jailed over a misread plate. It can happen to anyone.
📌 Who else can see your data: it's not just the police
📌 Why Houston residents got a real vote to K*ll red light cameras in 2010, and never got one for Flock
📌 What residents can actually do about it, no matter which local Flock contract covers your neighborhood
Dr. Howard Henderson, founding director of the Center for Justice Research at Texas Southern University, has spent his career studying how systems meant to protect communities end up failing them instead.
This isn't about being paranoid. It's about knowing who's actually watching you, and what's still in your control.
ABOUT THE SPEAKER
Dr. Howard Henderson is the founding director of the Center for Justice Research at Texas Southern University and a nonresident senior fellow at the Brookings Institution. His research on predictive bias and equity in the criminal justice system has shaped policy from Houston to Washington, and he chaired the data subcommittee for Houston's Racial/Ethnic Disparities Committee. He's appeared on CNN, Fox News, and NBC, and his work has been cited by Politico, Vice, and Al Jazeera.
