About the Speakers
Leonard La France has worked for the Eureka Police Department since 2007 and is currently the Commander overseeing Investigations & Special Teams. Since 2018, Commander La France has developed, implemented, and supervised progressive policing programs to address issues of homelessness, mental illness, substance use disorder, and to reduce the impacts of trauma throughout the community. In 2023, Commander La France was recognized as a Subject Matter Expert (SME) in behavioral health response for law enforcement by the California Commission on Peace Officer Standards and Training (POST). He is currently part of a state-wide workgroup developing training for Autism, Alzheimer's, and mental health response. Commander La France holds a Bachelor of Science in Criminal Justice Management and a Master of Science in Organizational Leadership.
Jacob Rosen is the City of Eureka’s Managing Mental Health Clinician. He is tasked with building and implementing the program, Crisis Alternative Response of Eureka (CARE). CARE’s goal is be two-fold, splitting efforts between collaborating with Eureka Police Department in responding to Mental Health Emergencies with and independent of law enforcement, and providing short term follow up care with the goal of preventing such emergencies from re-occurring. Prior to coming to the City of Eureka, Jacob spent the six years working for Humboldt County Behavioral Health on the Crisis Stabilization Unit, Sempervirens, the Mobile Response Team, and the Humboldt County Corrections Facility as a Mental Health Clinician. Jacob has extensive experience collaborating with law enforcement, including being a member of the Crisis Negotiations Team. Jacob obtained his Master’s Degree in Counseling Psychology from Cal Poly Humboldt in 2016 and completed his requirements for becoming a Licensed Marriage and Family Therapist in 2018. In addition to his duties with CARE, Jacob a co-organizer of Eureka’s Emergencies Weather Overnight Center (EWOC) program, helps produce and co-hosts Eureka’s Community Health Town Hall series, and provides trainings on numerous topics related to emergency mental health.
