Our Community Cat Initiative (CCI) works with Franklin County residents to humanely manage community cat populations through Trap-Neuter-Return (TNR). This program helps slow overpopulation, improves the quality of life for outdoor cats, and supports healthier neighborhoods for both cats and people.
What are community cats?
Community cats are unowned cats who live outdoors. This includes both feral and stray cats. While they are all domestic cats, community cats are typically unsocialized and fearful of people, often living together in colonies that share food sources and territory. Most colonies begin when unaltered stray cats reproduce.
What is Trap-Neuter-Return (TNR)?
TNR is the humane approach to managing community cat populations. Cats are humanely trapped, spayed or neutered, vaccinated, ear-tipped for identification, and then returned to their outdoor home. TNR stops the breeding cycle, reduces nuisance behaviors, and allows cats to live healthier lives.
Program details:
• Held weekly - appointments released weekly
• Open to all Franklin County residents (no rescue affiliation required)
• $25 fee includes spay/neuter, rabies vaccine, and ear tip
• Optional add-ons available at low-cost
• By appointment only — no walk-ins
Cats must be brought in covered traps, and drop-off takes place between 8:00–8:45 AM through the Animal Support Center entrance. Pick-up is same day between 4:30–5:00 PM.
